From the press release: 

There is no money and there will not be money. That´s clear for now. Last cash goes for the heating of museums and that´s it. The economic climate has changed and according that we pack our staff and say goodbye to our fellow friends. We have lost the last contacts with material world and we move over to the parallel reality.

But this is not the end, this is just the beginning!

We don´t retreat, we don´t desert, we change sides. We choose the winning side, we climb to the top of the wave, we go down with the flow. Reckon that in following years the material world will continue to diminish and immaterial world will continue togrow, we made alliance with the emptiness and opened there our embassy. The Shadow Cabinet in immaterial world. And our name will be Ministry of Arts.

This event was originally planned as next of the series of yearly art research forums called Talvefoorum. But due the economic crisis all the supports to the culture events had seriously decreased and so got the organizers of forum in the last moment note that all financial support is cancelled. Organizers still decided not to abandon the event but make it even without any material support. All staff and all lecturers agreed to work for free.

According to those changes also the concept of forum had to change. We decided to hold event in abandoned palace facing both parliament and government residence. And the name of forum was changed to the Shadow Cabinet´s Ministry of Arts. The logo of Ministry of Arts is based on coat of arms of Estonian Republic but it has stripped down from all colours and heraldic symbols, only thing one can see on this coat of arms is the glorious emptiness.
